$2.5 million in closed construction, built by getting Bevilacqua & Sons onto bid lists that are never advertised

Schools, universities, churches and civic venues rarely announce upcoming construction work. They award it from a list of contractors they already trust. Over five years we have booked 239 appointments for Bevilacqua & Sons, put roughly $10 million of work out to bid and produced $2,530,543 in closed construction across 13 projects.

What the program delivered

• $2,530,543 in closed construction work
• 239 appointments booked over five years
• 13 projects, and roughly $10 million put out to bid
• Eleven projects from a single university relationship

Why institutional work is hard to reach

Bevilacqua & Sons is a 49-employee general contractor in the San Francisco Bay Area working with schools, universities, churches and civic venues. That client base is stable, loyal and almost completely closed to outsiders, because institutions do not post upcoming projects. They keep a list of contractors they have used before and they call down it.

Getting onto that list is the entire job. It rarely happens through a single meeting, and it almost never happens because a project was advertised. It happens because somebody was already a known quantity when a facilities manager needed a number quickly.

What Bevilacqua needed from an outbound program

• Introductions at institutions with no public notice. School districts, private schools, universities, churches and civic venues award work from relationships rather than advertisements.
• The facilities decision, not the front desk. Institutional gatekeepers are effective, and the people who actually award work sit several layers behind them.
• Patience across budget years. Institutional budgets move annually and sometimes on grant cycles, so an account with nothing this year can turn into three projects next year.
• Invitations to bid, not only meetings. Being asked to price work is the step that gets a contractor onto the list that gets called next time.

Three relationships and how they started

$567,241 and eleven projects, from one university contact

The first attempts produced nothing at all. Four calls with no answer, then voicemails to a name that turned out to be wrong. We identified a facilities project manager next, and when she eventually called back it was about a concrete slab, work Bevilacqua could not price competitively. She was not the right contact either, though she named someone who was, and that contact told us the budget was uncertain.

The meeting that finally landed came through an email campaign, and it was with the associate vice president of facilities management. What followed is recorded in the account file in the client’s own words: they had been awarded eight separate projects through that relationship and nobody had got around to updating the record. Two more were out for bid at the time.

Eleven projects from one relationship, $567,241 in closed work, from a sequence that started with four unanswered calls and a wrong name.

$154,345, from a day school that said no for a year and a half

The same gatekeeper answered every time. The business and facilities manager was not in, or was busy, or would respond to the email. One of our representatives noted that she seemed to act as though there had never been any project under consideration at all, and another was told directly there was nothing right now.

Then one call landed and she opened with a line the rep wrote down: you called at the right time. A storm had left a large multi-purpose room with leaks and flooding, design and engineering had already assessed the damage, and the work involved sheetrock, windows, framing, flooring, stucco and painting.

Even then it was not quick. A proposal went out, a job walk happened on site, the number was revised to reflect what the walk found, and a second revision followed. The award came the same day that revision was sent. $154,345.

Nothing about that project was visible to anybody until the weather made it visible. What the program bought was being the contractor she thought of when it was.

$49,938, from an arena chief executive who nearly got lost in a spam folder

A campaign email produced a reply from the chief executive of a Bay Area arena and event centre, and she was direct about her constraints. As a state agency they need multiple quotes on almost every project, they pay prevailing wage, and they are encouraged to use small businesses. She also had two ramps needing urgent attention and some doorways.

The follow-up nearly lost it. Her email landed in a spam folder and our reply was late enough that when we reached her she was frustrated nobody had written back. We recovered it and got the call scheduled, and from there it moved into the work itself: a meeting with the maintenance and operations supervisor, a walk of several projects alongside Bevilacqua’s own superintendent, then pricing on multiple jobs at once.

$49,938 on the first award, with further work following.

How we run the program

Four channels work one target list: phone, email, LinkedIn and direct mail. Two of the three relationships above opened through an email campaign rather than a call, which is typical of institutional buyers who screen their phones heavily but read their own inbox.

Targets come out of our real-time intelligence platform, more than 125 million continuously updated records, narrowed to Bay Area institutions: school districts, private schools, universities, churches, civic venues and the facilities teams who run them.

What we confirm before booking

• The facility. What the building needs, what condition it is in, and whether the work is repair, renovation or new construction.
• The procurement rules. Whether the institution needs multiple quotes, pays prevailing wage, or is encouraged to use small businesses. Those three facts decide whether a bid is winnable before anybody prices it.
• The budget source. Operating budget, capital budget or grant funding, each of which moves on a different clock.
• The approval chain. Whether a board, a diocese, a district or a state agency has to sign off on the award.

Accounts that say no stay in a quarterly cadence rather than being closed out, which is how a day school that said no for eighteen months became a $154,345 award. Across Abstrakt programs, 46% of appointments come out of that follow-up rather than the first conversation.

What five years built

$2,530,543 in closed construction across 239 appointments and 13 projects, with roughly $10 million of work put out to bid along the way. The bid figure matters as much as the closed figure, because being asked to price work is the thing that gets a contractor onto the list that institutions actually call.

Bevilacqua’s team prices and builds the work. We make sure they are on the list when the work appears.

Frequently Asked Questions

Why is institutional construction hard to prospect?

Schools, universities, churches and civic venues rarely advertise upcoming work. They award it from a list of contractors they already know, so the job is getting onto that list before a project exists.

What has the program produced?

239 appointments over five years, roughly $10 million of work put out to bid, and $2,530,543 in closed construction across 13 projects.

What was the biggest single relationship worth?

Eleven projects and $567,241 in closed work, all from one associate vice president of facilities management at a university.

Which channel works best on institutional buyers?

Email opened two of the three relationships described here. Institutional facilities staff screen their phones heavily and read their own inbox.

How long do these relationships take to start?

One of them took eighteen months of being told there was nothing available before a storm created a project and the contractor was the one she called.
